Ticket Rules - ON/OFF switch? [DONE]

It would be nice to have the ability to turn rules on and off, so you don't have to delete and re-create them.

(For now, when i want to disable a rule, i add a condition like "Message content equals GFEEGF67g96" ...which effectively disables the rule.)
