Merge Tickets from Different user

Sometimes we get tickets for the same issues ie, phones cant dial out, webserver down.  When this happens five or more people may put in a ticket for this.  If we could merge all these tickets into one that would be great.

Additionally you may have multiple tickets from the same user, but sent from different email accounts.


Example:

User emails in as support issue with their main email, but from their own personal account. Subsequent emails may come from their company account, but you cannot merge the tickets together even though they all related to the same issue.
